Navotours will be used for city-funded student field trips to museums, universities, and colleges, government and private institutions, among others.

It will also serve as a means of transportation for students and teachers who attend competitions outside of Navotas.

“Our public school children deserve to have the same quality of education that students in private schools have. This includes being able to go to field trips and enjoy learning outside the classroom,” Navotas Rep. John Rey Tiangco said.

“Travel fosters learning and inspires one to dream. We hope that through Navotours, Navoteño students would gain enriching experiences that would lead them to aspire for greater things in life,” he added.

Tiangco related that when he was still mayor, he and some city department heads attended seminars abroad to learn about best practices in governance.“

One of the things we learned was about the importance of the fourth space in urban development. These include parks, open spaces, playgrounds or places that encourage social interactions even among strangers. And we have incorporated this in our city development plan,” he said.

Present during the Navotours launching were Mayor Toby Tiangco, Vice Mayor Clint Geronimo, and other city officials, OIC-Schools Division Superintendent Dr. Meliton Zurbano, teachers, students and officers of Parents-Teachers’ Association.

San Juan Mayor Francis Zamora said he is open to the idea of opening gated subdivisions to public passage during rush hours.

This came after Interior Secretary Eduardo Año said he was considering getting the cooperation of gated subdivisions to open their roads for motorists to use as alternate routes during rush-hour traffic.

The call stemmed from President Duterte’s orders during his fourth State of the Nation Address to reclaim all public roads that were being used for private purposes.

Residents of exclusive subdivisions, however, strongly opposed the plan due to security concerns and other problems that may arise with its implementation.

Zamora, himself a resident of a gated community in Barangay Greenhills, said if the proposal would give additional passageway for vehicles to ease traffic, then he would fight for it.

“I will have to consult (residents). If this is a directive from the President then we all have to follow,” he said.

No-contact apprehension

The Valenzuela City government will enforce a no-contact apprehension policy starting next month to generate funds for more than 1,000 dialysis patients in the city, Mayor Rex Gatchalian said yesterday.

The main beneficiaries are patients who struggle to continue their treatment toward the end of the year as they use up sessions covered by the Philippine Health Insurance Corp., he said.

The city council approved a resolution ratifying a joint venture project with QPAX Traffic Systems Inc. for the development of a no-contact apprehension program to capture images and videos of traffic violators.

Focus on road clearing

Navotas Mayor Toby Tiangco yesterday said he will keep up the city government’s clearing operations that he started 17 years ago.

Tiangco said reclaiming public roads by removing illegally parked vehicles and vendors was the main topic during yesterday’s meeting.

He said the vendors at the Agora market along Northbay Boulevard used to occupy the road, like in Divisoria, until he led clearing operations there when he was a new mayor in 2002.

Tiangco said he will also look into expanding the truck ban in Navotas if traffic worsens along C3 Road due to the construction of the North Luzon Expressway Harbor Link Segment 10.

Caloocan Mayor Oscar Malapitan said while the city does not have the same problem as Manila in terms of illegal vendors and road obstructions, he will ensure that traffic chokepoints like Samson Road and Monumento Circle will be free of illegal vendors and illegally parked vehicles.

Manila to pull out e-trikes

Manila Mayor Isko Moreno said yesterday he will pull out around 300 electric tricycles as he considers them unregistered vehicles that create chaos on the streets.

He said jeepney drivers have been losing income since the e-trikes were allowed to operate by his predecessor, Joseph Estrada.

Moreno said the move to pull out the e-trikes does not mean he wants their drivers to go hungry, but to address the traffic problem, as requested by MMDA chairman Danilo Lim.

Estrada, meanwhile, said he pities the drivers, noting that the e-trikes were donated by the Department of Energy as part of the Duterte administration’s environmental protection campaign.

“We introduced (the e-trikes) to reduce joblessness and poverty in Manila,” he said.

Benjamin Driguerro received a check worth P13,000 on Monday from Mayor Toby Tiangco and Aida Cristina Castro, Business Development and Marketing Specialist of Philippine Crop Insurance Corp.

He was the first registered fisherman in Navotas to receive such insurance claim from PCIC.“

This is one of the reasons our fisherfolk need to register under the Registry System for Basic Sectors in Agriculture. As registered members, they may claim for insurance if their boats or fishing gears get damaged by calamities,” Tiangco said.

“Registered Navoteño fisherfolk may also avail of the NavoBangka and fishnets program of the city government,” he added.

PCIC insurance is free and covers rice crops, corn crops, high-value crops, livestock, fisheries, and non-crop agricultural assets.

Fisherfolk who wish to apply for the insurance may coordinate with the City Agriculture Office at 281-8531 local 112.

Nanumpa si Isko Moreno bilang mayor ng Maynila at natalo niya ang dating pangulo na si Joseph “Erap” Estrada. Sinabing “dethroning a giant” ang pagkakapanalo nito.

Si Vico Sotto, nanumpa na bilang Pasig City mayor ang nanalo laban sa 27 na taong pamamahala ni Bobby Eusebio sa siyudad.

Nanumpa na rin si Joy Belmonte kung saan ay natapos ang termino ni Herbert Bautista bilang mayor ng Quezon City.

Si Francis Zamora naman ang bagong mayor ng San Juan kung saan natalo niya si Jannela Estrada, anak ng dating senador na si Jinggoy Estrada at apo ni dating pangulo Joseph Estrada.

Si Lino Cayetano naman ang bagong mayor ng Taguig City kung saan natalo niya si Arnel Cerafica na nasa ilalim ng PDP- Laban.

This, as the city received for the fourth time the highest audit for public institutions from the Commission on Audit (COA).

In COA’s 2018 report, Navotas City “has secured an unqualified opinion,” the public information office said.

The unqualified opinion is being given by the agency to a government office or agency that has presented its financial position, financial performance, and cash flow in a fair manner and in accordance with the Philippine Public Sector Accounting Standards, the PIO added.

For the past four years, since during the term of then-mayor and now Rep. John Rey Tiangco, the city has been receiving the same award from the audit department.

Navotas City is the only local government unit in the National Capital Region (NCR) to receive the said award for four consecutive times, the PIO said.

“Let this year’s unqualified opinion inspire us to continue the judicious and prudent spending of people’s taxes and give them the best service they deserve,” the city’s chief executive, who recently assumed his post, told the city’s local governments employees.

Rep. Tiangco, meanwhile, added that they “are honored to receive [their] fourth unqualified opinion.”

“I commend all the departments and offices of the city government for their committed and honest service to the people of Navotas,” the congressman said.

Tiangco was proclaimed mayor-elect of the northern Metro Manila city on Tuesday night.

He garnered 78,778 votes against rival Di Ang who got 33,216 votes, a report from Radyo Inquirer 990 AM said Wednesday morning.

His running mate Clint Geronimo was elected vice mayor after getting votes of 62,460.

Geronimo’s opponent, RC Cruz, obtained 46,680 votes.

Meanwhile, Tiangco’s brother, former mayor John Rey Tiangco, was proclaimed congressman.
